  16. <p>By week's end he may be "suspended" as President of Brazil
  17. </p>
  18. <p>    Fernando Collor De Mello used every trick in the book to
  19. delay a vote on his impeachment in Brazil's Chamber of Deputies.
  20. But last week the President suffered what might have been the
  21. decisive blow. After a nine-hour televised hearing, Brazil's
  22. Supreme Court ruled that the chamber had every right to schedule
  23. the vote for this week and to make it a "nominal" ballot --
  24. meaning that Deputies will have to declare themselves by name
  25. for or against. Though it is still possible that Collor will
  26. pull some last-second surprise, the odds are that the required
  27. two-thirds of the 503 Deputies will vote, possibly Tuesday, to
  28. put Collor on trial, and that by week's end Collor will
  29. effectively be out. Officially he would be "suspended" for up
  30. to 180 days while the Senate tries him on charges of receiving
  31. bribes and kickbacks and votes on final removal from office.

  33. <p>    Vice President Itamar Franco would be sworn in as
  34. President with a mandate of up to six months and face the
  35. daunting tasks of cobbling together a government and reviving
  36. a paralyzed economy. Nonetheless, Latin America's biggest nation
  37. would display one sign of a mature democracy: for the first time
  38. resolving a government crisis by strict constitutional means,
  39. without military intervention. But it is too early for relief
  40. that "the system works." Collor might confuse matters by trying
  41. to exercise some authority as a shadow president while
  42. suspended. And there is a slim chance that he will beat the
  43. impeachment vote. Given his massive unpopularity, that could
  44. trigger chaos in the streets.
